  1. Empower LA seems to me one of the most do-nothing and mismanaged departments in the City. If Mr. Kim views his position as general manager for that department a positive for his resume he is grossly mistaken. He’ll find more then few CD13 communities have a less then positive opinion about the neighborhood council system.
