L.A. River revitalization plan moves forward; house fire in Boyle Heights

MORNING REPORT: An Army Corps of Engineers panel approved a $1.3 billion plan to revitalize the L.A. River but the proposal still needs to be reviewed by several other agencies and Congress ....
