  • The L.A. Times endorsed Mitch O’Farrell in the Council District 13 race, saying the incumbent councilman has “proved himself to be a thoughtful, committed representative who has his eyes on the long-term needs of the city.” However, the Times Editorial Board noted that O’Farrell will have “to bridge the community divide on development” if re-elected and work more closely with council colleagues to jump-start his stalled, city-wide initiatives.   • The City Council voted unanimously to decriminalize  street vending and set up a permitting system amid concerns that immigrant vendors might face deportation if charged with a misdemeanor.  But sidewalk vending remains illegal, and vendors could still face tickets and civil fines — ranging from $250 to $1,000 — instead of arrest and criminal charges  It will take several months before a permitting system, which would limit the location and number of vendors per block, will be established.   • 23 people – including a state legislator, labor activist and filmmaker – have officially filed paperwork to run in the special April 4 election to succeed Xavier Becerra as representative of the 34th Congressional District. Becerra left office after being appointed state attorney general. L.A. Times
