City to pay $1.9 million over fatal Lincoln Heights shooting; L.A. budget warning; Elysian Park-to-Point-Mugu hike

  • Shooting Settlement: The city will pay $1.9 million to settle a wrongful death lawsuit over the fatal shooting of a Lincoln Heights man by LAPD officers. Police said that Luis Martinez lunged at them with an 8-1/2-inch knife. But the family of the 35-year-old man has refuted that account, saying he was restricted to a wheelchair after undergoing hip surgery. L.A. Times
