  1. Re the new Echo Park elementary school being built for 800 but to hold only 500: that is NOT the focus of the story to which you linked! That is merely one sentence in the middle of the story. Your headline was quite misleading, seems to be an editorial headline.

    Regarding that point though — that is good planning. Such an edifice is built for what it expected 20 years down the line, not for what exists today.
