L.A. Council members make a big splash on the L.A. River

Echo Park’s Lotus Festival used to be the scene of an annual canoe race between employees or rival council districts.  But maybe now it’s time to move that competition to the L.A. River.  That’s where council members Mitch O’Farrell and Nury Martinez raced in kayaks in a not-so-serious competition for the first-ever Golden Paddle,  an award “to promote recreation along the LA River and stewardship among the LA Council Districts that touch the urban waterway,” according to YouTube video notes.  Who got the Golden Paddle?
