City doubles reward for reporting taggers; tenants & landlords to share quake retrofit costs; L.A. River path closure

MORNING REPORT: The City Council voted to double the reward for reporting a tagger to $2,000 as the number of such rewards has dwindled in recent years .... L.A. landlords and renters will split the costs of earthquake retrofits 50-50 under a new city law that applies to pre-1978, wood-frame buildings with four or more units. .... The L.A.
