- Police reform activists and the public in general were left out of the process to create ballot Measure C, which would make significant changes to the LAPD disciplinary hearings. Instead, the city charter amendment that will appear on the May 16 ballot was crafted primarily by Mayor Eric Garcetti and the police officers’ union, reports the L.A. Times. The L.A. Times editorial board is recommending a no vote on the measure, which is described as “another mark of how far the political establishment has moved from its former respectful skepticism of police unions to acquiescence.”
