  • A proposed state law would prevent Caltrans from raising the rent on 460 homes the agency owns along the route of the 710 Freeway extension once proposed to pass through El Sereno, Pasadena and South Pasadena.  Proponents of the law say Caltrans annual rent increases of 21% are interfering with efforts to sell the properties to long-time tenants.
